Contract Scope
The purpose of this Contract is to establish a statewide Contract for Interior and Exterior Painting Services with all types of paint & surfaces. Painting Services must be conducted in a professional, timely & safe manner consistent with the trade & industry, to obtain excellent coverage, durability & longevity and includes:
• Paint products consultation with Purchaser prior to product ordering; • Measurement of the Purchaser’s project work site; • Work site preparation, including surface examination and protection of surfaces that are not receiving a coating (including items that cannot be detached or removed); • Paint products consultation with Purchaser prior to product ordering; • Surface repair prior to beginning work, including sanding, priming, pressure washing, caulking, filling cracks, etc.; • Paint/coating application(s); • Work site inspection and cleanup; • Warranty service; and • Customer Service including invoicing, logistics, communication, and project management.
Restrictions: Painting Services, as solicited in this Competitive Solicitation and as awarded in any resulting Contract, does NOT include:
• Public Work Projects which, under Washington law, are procured under RCW 39.04; or
• Framing or structural work or alterations; or
• Surface repairs beyond painting preparation.
NOTE: Use of this Contract may be subject to collective bargaining and/or other requirements in accordance with RCW 41.06.142 and any applicable collective bargaining agreement provisions. DES recommends Purchasers consult with their labor relations representative before utilizing this Contract.

Olympic: Clallam, Grays Harbor, Jefferson, Kitsap, Mason Counties
Northwest: Island, King, Pierce, San Juan, Skagit, Snohomish, Whatcom Counties
Southwest: Clark, Cowlitz, Lewis, Pacific, Skamania, Thurston, Wahkiakum Counties
South Central: Asotin, Benton, Columbia, Franklin, Garfield, Klickitat, Walla Walla, Yakima Counties
North Central: Chelan, Douglas, Grant, Kittitas, Okanogan Counties
Eastern: Adams, Ferry, Lincoln, Pend Oreille, Spokane, Stevens, Whitman Counties
How to Use this Contract
1. Purchasers MUST reference DES Contract #08125 Interior & Exterior Painting Services in all communications and correspondence with Contractors. Including the DES Statewide Agreement DES Contract #08125 Interior & Exterior Painting Services reference identifies the contract under which Contractors must issue quotes/estimate/proposals for requested services.
2. Review the Awarded Company section below for specific Contractor information, availability, and pricing for each Contractor. Purchasers MUST reference DES Contract #08125 with all contact with Contractors. These prices reflect the ceiling % markups and are not to be exceeded. It is advised that Purchasers seek a minimum of 2 proposals when there are multiple Contractors available among the awarded Contractors. Requesting a minimum of 2 proposals is a best practice to allow for comparison and negotiations. Since this was a DES Enterprise Services competitively bid contract, Purchasers (State Agencies) are not subject to the Delegated Authority limits.
3. Contact the sales representatives directly to consult about their products and services.
4. Reference DES Contract No. #08125 on your Agency's Purchase Order. Do not approve or sign Quotes and Purchase Orders without Contract #08125 being cited on the documentation.

6. Please note that this DES Statewide Contract is subject to Prevailing Wage Rate increases twice a year as set by Labor and Industries. These rates are to be calculated with the noted mark-up rate Contractor was awarded. This rate can be found in the awarded Contract as Exhibit B - Prices for Goods/Services.
